As a longtime San Pedro resident and President of the San Pedro Neighborhood Council, he has led efforts to improve local infrastructure, expand economic opportunity, and strengthen public services throughout the Harbor Region.

Lyons has built a career focused on aligning public policy with real-world economic solutions, working in both municipal government and the private financial sector. After the loss of his wife, an educator and school leader, Lyons became a single father of three—an experience that deepened his commitment to policies that support families, education, and economic stability.

  • Supported $18 Billion in municipal finance transactions, including for affordable housing development

  • Led investment in public services such as childcare, housing, workforce programs, and higher education.

  • Recognized as #2 ranked Black Investment Firm, by Black Enterprise (1997)

  • Assisted in establishing the Martin Luther King state holiday in California

  • First Black Chief of Staff in the California State Legislature
